How to replace a "bully" board. Unfortunately many HOA's are managed by "bully" boards. These are members who have been on the board to long or who just do not understand the board's role in the community. The following describes an approach one HOA used to remedy this problem. They first formed a committee to advocate for positive changes in their community and then tried to get the support of a majority of the homeowners to support their agenda.
